Vote results
in the European Parliament: where to find them
The official results of votes in the European Parliament are published in two annexes to the minutes of each sitting, which Parliament provides on europarl.europa.eu under “Plenary”, “Minutes”: “Results of votes” lists every vote with its outcome, and “Roll-call votes” shows how each Member voted. Parliament’s Open Data Portal provides them in machine-readable form, and OpenRCV presents roll-call votes held since July 2024 by plenary week, MEP and procedure. Results of the European elections are a different matter and are published at results.elections.europa.eu.
Official sources of the European Parliament
Under Minutes, Parliament provides the minutes of each sitting, the attendance list and the two annexes on votes, each annex as PDF and XML. The same annexes are available on the plenary votes page under the tab Results of votes.
- Results of votes: every vote of the day, including those by show of hands, with the outcome; for roll-call and electronic votes, also the number of votes for and against and of abstentions.
- Roll-call votes (annex “Results of roll-call votes”): each Member’s vote, listed by political group. The annex also lists corrections to votes and voting intentions submitted in the two weeks following the part-session. They do not alter the outcome of the vote.
- Open Data Portal: decisions and vote results of every plenary sitting via APIs, machine-readable and reusable under CC BY 4.0.
- Legislative Observatory (OEIL): Parliament’s database on procedures, in English and French only. Under “Key events”, the procedure file lists the vote in Parliament and the text adopted.
- Texts adopted: the wording of Parliament’s decisions. The numbers of votes are in the annexes to the minutes.
- Press room: Parliament also reports on individual votes in press releases, for example on the motion of censure in January 2026.
When the results are available
Under its Rules of Procedure, Parliament publishes texts adopted immediately after the vote. The minutes are made available at least half an hour before the beginning of the afternoon period of the next sitting. When corrections are added, Parliament reissues the annex on roll-call votes. The Open Data Portal does not state a time frame for voting data. The Legislative Observatory is updated daily.
Why individual votes are not always recorded
As a general rule, Parliament votes by show of hands. In an electronic vote that is not taken by roll call, only the numerical result is recorded.
Except in immunity procedures, a vote is taken by roll call when Parliament decides on a report in a single or final vote, and when a political group or one twentieth of Members requests it in writing. The Rules also require a roll call in further cases, such as the election of the Commission as a body and a motion of censure.
Appointments are voted on by secret ballot, and so are, for example, the elections of the President of Parliament and of the President of the Commission. A vote is also held by secret ballot if one fifth of Members request it before voting begins, and such a request takes priority over a request for a roll-call vote. A secret ballot leaves no record of how each Member voted; the minutes list only the names of those who took part.
Not to be confused with European election results
Votes in plenary are different from the European elections, in which the Members of the European Parliament are elected for a term of five years. Parliament publishes the official results of the European elections held between 6 and 9 June 2024 at results.elections.europa.eu, for the EU as a whole and for each member state, for example Ireland and Malta.
Votes in the Council of the EU
Votes in the Council of the EU are published by the Council itself. The Council meets in public when it deliberates and votes on a draft legislative act. The outcome of these votes is displayed during the meeting, and the parts of the Council minutes relating to these deliberations are made public. One example is Council document 6660/26, a note headed “Voting result”, to which the result of the vote on an adopted legislative act is attached. The Council also makes public the results of votes on certain non-legislative acts.
The results are available on the Council’s website. Where there are Council votes on a procedure, OpenRCV shows them on the procedure page, with the position of each member state according to the Council.
Vote results on OpenRCV
OpenRCV covers roll-call votes held since July 2024, taken from Parliament’s Open Data Portal. No individual votes are recorded for the other votes. Agenda items that were not voted on by roll call are marked “not by roll call” in the agenda on OpenRCV.
- Search: It finds final votes by title, reference, committee, topic or rapporteur, as well as MEPs, including former Members. A procedure number such as 2023/0453 leads to the procedure page.
- Plenary week: All plenary sessions since July 2024, each with its roll-call votes day by day and their results.
- MEP profile: How a Member voted in roll-call votes.
- Procedures: The steps of a procedure across all readings, with every roll-call vote.
- Data: All final votes by roll call with individual votes and vote corrections as CSV and JSON, and every roll-call vote including amendments as CSV and JSON, with their individual votes as a compressed CSV file. Licence CC BY 4.0.
OpenRCV checks for new votes every ten minutes between 12:00 and 21:00 Brussels time, Monday to Thursday. Vote corrections are shown, and the original vote remains visible. The official result of the European Parliament is always authoritative.
The entry below names the most recent plenary session for which OpenRCV has final votes by roll call, with its dates, place and the number of these votes. Its link leads to the plenary week, and while the session is still under way, the entry counts the final votes held so far.
Plenary session 19 to 22 October 2026, Strasbourg: 24 final votes by roll call.
